Four label systems, one that's actually required

Walk through any facility and you'll see chemical containers wearing different labels: some have the red-diamond GHS pictograms, some have the blue-red-orange-white HMIS color bars, some have the four-color NFPA fire diamond, and some spray bottles have a handwritten name and a couple of symbols. It's easy to assume these are competing standards and you have to pick the "right" one.

Here's the key that clears up the confusion: only one of these is required by OSHA — the GHS label. HMIS and NFPA are *optional* systems that layer on top for specific audiences. So what chemical label is required, and what's just optional? Once you know what each one is *for*, choosing becomes easy.

The two on the left are OSHA requirements. The two on the right are voluntary systems — useful, common, but never legally mandated by HazCom itself (though a local fire code / AHJ can make NFPA 704 mandatory for storage).

Where HMIS fits (and why people use it)

HMIS® (Hazardous Materials Identification System) is a proprietary labeling system developed by the American Coatings Association (formerly the National Paint & Coatings Association) — not a government standard. It's the familiar stack of color bars:

  • Blue — Health
  • Red — Flammability
  • Orange — Physical Hazard
  • White — Personal Protection (a letter code, A–K, plus X for "consult your supervisor," telling the worker which PPE to wear)

Each colored bar carries a 0–4 rating (4 = most severe), plus an optional asterisk flagging a chronic health hazard. Full breakdown: HMIS Color Bars Explained.

So what is HMIS actually used for, and when to use HMIS labels? It's a workplace labeling choice — a way to meet OSHA's secondary container requirement while giving workers two things GHS doesn't put front-and-center: a quick numeric severity read and, crucially, the PPE letter code. That's why HMIS is popular in manufacturing and coatings plants — a worker grabbing a container can see "wear goggles + gloves" at a glance.

So do I need HMIS labels? Is HMIS required? No — HMIS is entirely optional, and it is not a replacement for the GHS label the manufacturer applies to the container the chemical shipped in. You can't ship or sell a chemical with only HMIS bars. Inside your four walls, though, HMIS is a perfectly valid secondary container label under 29 CFR 1910.1200(f)(6) — *provided your workers are trained to read it* and the SDS is accessible.

⚠️ The number-direction trap. GHS hazard categories run backwards from HMIS/NFPA. On a GHS label, Category 1 is the most severe. On HMIS and NFPA, 4 is the most severe. Never copy a GHS category number straight onto an HMIS bar — a GHS "Category 1" hazard is a severe one, but an HMIS "1" means *slight*. There's no conversion formula between them either; GHS categories and HMIS/NFPA ratings are assigned under entirely different criteria. This reversal is one of the most common labeling mistakes.

So which label do I need?

This is the whole GHS vs HMIS vs NFPA question, boiled down to four questions. Answer these in order:

  1. Is this the container the chemical shipped in? → It needs a full GHS label (GHS Label Generator). The manufacturer supplies it; reproduce it if it's missing or damaged.
  2. Did you pour the chemical into a working container on-site? → It needs a secondary container label (Secondary Container Label Generator). You can satisfy this with GHS format, HMIS bars, or NFPA — your choice (for HMIS or NFPA, your workers must be trained to read them).
  3. Does your facility run the HMIS system (and train on it)? → Use HMIS color bars on those workplace containers (HMIS Color Bar Generator) — great when you want the PPE code visible.
  4. Do responders need to read hazards from a distance — a storage tank, a drum yard, a building entrance? → Add an NFPA 704 diamond (NFPA 704 Diamond Generator). Check whether your local fire code requires it.

Notice these aren't mutually exclusive. A single facility commonly runs GHS on shipped containers + HMIS on workplace containers + NFPA on the storage tank outside — three systems, three audiences, all correct.

The confusion, resolved

  • GHS is the only label OSHA requires on the chemical container. Everything else is optional or audience-specific.
  • Secondary container labels are also required — but they're a *use case*, not a separate format. You can meet them with GHS, HMIS, or NFPA.
  • HMIS is optional. Use it when you want the color-bar + PPE-code read on workplace containers and you've trained your team. It never replaces the manufacturer's GHS label.
  • NFPA 704 is optional under HazCom but frequently required by fire codes for storage — it's for emergency responders, not day-to-day handling.

Still stuck on HMIS vs GHS, or HMIS vs NFPA? The shortcut: GHS is the one you *must* have; on a workplace container, HMIS or GHS label is your call; and NFPA is for the responders outside. If you want the simplest possible program: keep the manufacturer's GHS label on original containers, and use the GHS format on your secondary containers too.
