What a GHS label template is (and what it must contain)
A GHS label template is a reusable layout for a chemical label that follows OSHA's Hazard Communication Standard — 29 CFR 1910.1200 — and the Globally Harmonized System of Classification and Labelling. Instead of designing a label from scratch every time, you fill the template's fields with the details for a specific chemical and print it.
But a template is only useful if it captures the *right* fields. A GHS label that's missing a required element isn't a labeling shortcut — it's an OSHA citation waiting to happen. This guide breaks down exactly what a compliant GHS label template needs, when you can use the shorter secondary container label template instead, and how to fill either one out correctly.
There are really two templates here, and confusing them is the most common mistake:
- The primary (manufacturer) container label — the full six-element GHS format.
- The secondary (workplace) container label — the simpler format OSHA allows when *you* transfer a chemical into a different container.

The six required GHS label elements
A manufacturer's primary container label — and any workplace label that opts to use the full GHS format — must carry all six of these elements under 29 CFR 1910.1200(f)(1). If your template is missing one, it's not compliant.
- Product identifier — the chemical or product name, and it must match the name on the Safety Data Sheet (SDS) for that chemical. Mismatched names are one of the fastest ways an inspector spots a paperwork gap.
- Signal word — either "Danger" (more severe hazards) or "Warning" (less severe). Only one signal word appears on a label, drawn from the most severe hazard classification.
- Hazard statements — the standardized H-statements (e.g., "Highly flammable liquid and vapor") that describe the nature and degree of the hazard. These come straight from Section 2 of the SDS.
- Precautionary statements — the P-statements covering prevention, response, storage, and disposal (e.g., "Keep away from heat/sparks/open flames").
- Pictograms — the red-bordered diamonds with black hazard symbols on a white background (flame, corrosion, health hazard, and so on).
- Supplier information — the name, address, and phone number of the manufacturer, importer, or responsible party.
A good GHS label template has a labeled field for every one of these six. The hard part isn't the layout — it's getting the exact Appendix C statement text and the correct pictograms to match your chemical's classification. Primary vs. secondary container templates
Here's where a lot of small businesses over-complicate things. You don't always need the full six-element format.
- Primary containers are the original manufacturer packaging. If you're a manufacturer, importer, or distributor labeling product to ship, you owe the full GHS format under (f)(1). If you're an end user, the manufacturer already did this.
- Secondary containers are any non-original container *you* fill at your workplace — a spray bottle of degreaser, a squeeze bottle at a parts washer, a jug decanted from a 55-gallon drum, a beaker on a lab bench.
For secondary containers, OSHA gives employers a much simpler path under 29 CFR 1910.1200(f)(6). The workplace label needs only:
- The product identifier, and
- "Words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals."
That's it. You do *not* have to reproduce all six GHS elements on a secondary container. OSHA built in this flexibility because the workplace label works in conjunction with the rest of your hazard communication program — the training every worker receives and the SDS that must be readily accessible under (g).
So the practical answer for most workplaces: use a secondary container label template, not the full manufacturer format, for anything you fill in-house.
What a secondary container label template needs
A compliant secondary container label template is short. At minimum:
- Product identifier — the name that matches the SDS (not a nickname like "the blue stuff" or "Tank 3").
- General hazard information — enough to communicate the hazard. Any of these satisfy (f)(6):
That's the whole requirement. A label reading "ACETONE — FLAMMABLE" with a flame pictogram is compliant, assuming workers are trained on what "flammable" means and the SDS is accessible.
Two things trip people up:
- Pictograms are not mandatory on secondary containers. They're one option among several. Plenty of compliant secondary labels use words or an NFPA diamond instead.
- "General" does not mean "vague to the point of useless." An inspector expects a label that's legible, durable, and conspicuous. Marker on plastic that smears off in a week won't hold up. Print it.

When you can skip the label entirely
There is exactly one narrow exemption, and it's worth knowing precisely because people over-apply it. Under 29 CFR 1910.1200(f)(8), the single-shift / immediate-use exemption, you can skip a secondary container label only if all three conditions are met:
- The container holds a chemical intended only for the immediate use of the employee who performs the transfer, and
- It stays under that employee's immediate control for the entire work shift, and
- It is emptied at the end of the shift.
Break any one of those and a label is required. In practice that means:
- A spray bottle you fill, use, and empty within your shift → no label required.
- A spray bottle you fill and leave on a shelf, share with a coworker, or keep overnight → label required.
Most reused workplace spray bottles fail the test the moment they carry chemical residue into the next shift. When in doubt, label it — the label is cheaper than the citation.
Why this matters: HazCom is a top-cited OSHA violation
This isn't an abstract paperwork exercise. Hazard Communication is consistently one of OSHA's most-cited standards year after year — routinely near the top of the agency's annual Top 10 list. Labeling gaps are a common sub-item: unlabeled secondary containers, labels that don't match the SDS, and faded or missing workplace labels.
Two reasons it stays near the top:
- It's everywhere. Almost every workplace has chemicals — cleaners, solvents, paints, lubricants — so almost every workplace is subject to HazCom.
- It's visible. An inspector walking your floor can spot an unlabeled spray bottle in seconds. It's one of the easiest violations to write up.
OSHA can assess penalties on a per-violation basis, and serious or repeat citations carry higher maximums that the agency adjusts for inflation each year. The exact figure matters less than the pattern: labeling is low-effort to fix and high-visibility to inspectors, which makes it a poor place to cut corners.
How to fill out a GHS label template (step by step)
Whether you're using a blank template or a generator, the content workflow is the same:
- Pull the SDS for the chemical. Everything you need is in Sections 1 and 2.
- Copy the product identifier exactly as it appears on the SDS. Consistency between label and SDS is what an inspector checks first.
- Take the signal word from the SDS (Section 2). One word — "Danger" or "Warning."
- List the hazard statements (H-codes) from Section 2. Use the exact standardized wording, not a paraphrase.
- Add the precautionary statements (P-codes) — prevention, response, storage, disposal.
- Place the correct pictograms — the red-bordered diamonds that match the classification.
- Add supplier information for a primary/manufacturer label. (For a secondary container label, skip elements 4–7 and use general hazard info instead.)
- Verify against the SDS one more time, then print.

A correct template gets the content right.
